Alcan said Thursday it plans to invest $2.1 billion over in 10 years in the Saguenay region of Quebec, including more than $630 million for the construction of a new aluminum smelting plant.

The company said the investment will create 740 jobs, as well as between 1,200 and 1,500 construction-related jobs.

Construction of the new 60,000-tonne mill is expected to begin in 2008, with first metal due to be produced in late 2010. Alcan said it hopes to add up to 390,000 more tonnes of production in the Saguenay-Lac-Saint-Jean region by 2015.

The government of Quebec is providing the company with a $400-million interest-free loan.

"This element of Alcan's strategy, developed in concert with the government of Quebec, will make Quebec the crossroads of the aluminum industry …" said Alcan's president and CEO Dick Evans.

The new mill will be developed with AP50 technology, which Alcan acquired when it bought France's Pechiney. The technology boosts output and cuts emissions, but requires more electrical power.
